It starts next month - if you live in Burnley or Aberdeen. Those two
towns are the guinea pigs for the rest of the UK. For everyone else the
assessments will be staggered between next February (2011) and March 2014.

Logic should tell you that it is impossible to reassess everyone next month.
Maybe over the next few years if the system is not scrapped before then.
